What is the ruling on submitting a false report to an insurance company to use the money to treat a condition that is not covered?
Answer
Praise be to Allah, Lord of the worlds, and may peace and blessings be upon the noblest of all creation, our master Muhammad, the trustworthy, and upon his family and all his companions.

With reference to your question quoted above, the general ruling is that conventional commercial health insurance is prohibited, particularly when cooperative or takaful insurance is available, as stated in the resolution of the Supreme Fatwa Council No. 2/175, dated 11 July 2019.
If a Muslim enters into an insurance contract that complies with Islamic law, they must abide by the agreed-upon terms, for Muslims are bound by their conditions.
If a false report that does not reflect the actual circumstances is submitted, the money paid by the insurance company is unlawfully acquired wealth, and the recipient must return it to the company. If returning it is not possible, they must dispose of it by spending it on the welfare of Muslims, their poor, or impoverished patients, while regretting what they have done, repenting to Allah, seeking His forgiveness, and resolving not to repeat the act.
And Allah speaks the truth, and He guides to the right path.
