What is the ruling on using western resources to quote, get ideas, or translate some parts to write articles as a payable work?

We have to differentiate between publishing a new work or republishing the same work of a writer whose rights are reversed. Regardless of the work (a book, a research paper, a story, or a collection of poems) republishing the work without a permission is illegal unless you are authorized to. It is not different if these resources are Arabic or western. The deed itself is illegal.
However, quoting is allowed whether the rights of the work are reserved or not provided that you attribute those quotations to their authors. You should be sincere and honest, and you should not attribute what you quote to yourself.
