What is the ruling on dealing with a brother who abandons prayer and speaks disrespectfully about religion?

You should advise your brother gently and wisely, pray for his guidance, and not despair of him. Guidance is in the hands of Allah, and maintaining a good relationship with him and offering kind words may be a reason for him to return to the right path, especially since he was previously known for being religious and regular in prayer.
You are not required to cut ties with him in the first place. Rather, consider what is most beneficial for him. If maintaining contact with him and offering gentle advice are more likely to guide him, then continue to do so while avoiding arguments and emotional confrontation. However, if a temporary and measured boycott is likely to deter him and have a positive effect on him, it is permissible to do so for that purpose. If, on the other hand, it is likely to make him more stubborn and distant, then refraining from boycotting him is preferable.
Seek the help of relatives or scholars whom he respects, and focus your advice first on prayer, while frequently praying for his guidance at times when supplications are more likely to be answered. Do not burden yourself with what you cannot bear; you are required to offer sincere advice and take the necessary means, while guidance ultimately comes from Allah.
