What is the ruling if two people play a game and they stipulate that the winner can make a request which must be fulfilled by the loser? Is this considered a bet or gambling?

If the stipulated request is not financial, it is not money, then it is not considered a bet or gambling; consequently, the loser can fulfill it as long as it is a game, or they can reject fulfilling it, and so there is no harm in doing so.
