Is it allowed to grant the Ijazah of the Qur’anic recitation with the chain of transmission related to the Messenger of Allah to those girls who do no perfectly observe the hijab and are not committed to the modest Islamic dress and put on some makeup?

Answer

Praise Be to Allah and Peace Be Upon His Messenger.

One main condition of granting the Ijazah to a Muslim is that they should be very committed to the Islamic teaching, and they should be devoted, pious and dutiful. To be a holder of the Ijazah with the chain of transmission to the Messenger of Allah is a great responsibility; it is not only a normal certificate that one gets or a sort of social status. To be pious means avoiding all things that decrease piety or devotion such as being not committed to the modest Islamic dress required from women, putting on makeup, smoking and alike.

Thus, whosoever wishes to be a holder of the Ijazah must be committed and pious as they will be regarded as examples and models; in addition, holding the Ijazah is a great honor which should be given to those who deserve.

Moreover, it is required from those who are responsible for granting the Ijazah to be careful when granting the Ijazah and not to grant it to anyone but to those who really deserve.
