What is the ruling of installing cameras in the mosque and installing a monitor in the women’s praying place?

Praise Be to Allah and Peace Be Upon His Messenger.

Referring to your question, let me start by saying that the purpose behind the congregational prayer is observing the unity of the Islamic nation and allowing Muslims to meet regularly in the mosque, all behind one leader and one Imam (the shaikh who performs the prayer in the mosque and all those who pray there imitate and follow him). The follower in the congregational prayer who does not watch the Imam, listen to him, or follow the Imam successively is not considered to be a true follower. I will draw this example, if a group of people sits in a place, and another group sits within a distance, the second group is not considered to be sitting with them.

Therefore, it is not prohibited to install cameras which broadcast the prayer or the Khutba live to let those who cannot watch the Imam directly, see him on the monitor to be in contact with him. Therefore, to have a complete and correct congregational prayer, the one who prays in the mosque must see the Imam directly, or see those who see the Imam.
