What is the overweighed opinion regarding performing the Umrah many times one after another throughout one journey (i.e.to perform Umrah and end Ihram, then enter the state of Ihram again and perform it another time), and how can a Muslim who shaves his head end the state of Ihram the second time?

Muslim scholars have different opinions towards this issue: performing Umrah many times throughout one journey.
The majority of scholars think it is allowed to perform Umrah many times throughout one journey.
The Malki school thinks it is disliked and undesirable to perform Umrah many different times in one year.
One of the most famous scholars who decided that it is not allowed to perform Umrah many times in one year is Shaikh Ibn Taymiyyah. He said performing tawaf is much better than performing Umrah again and again because entering the state of Ihram requires the pilgrim to be far away from the sacred area and reach al-Miqat (assigned area where the pilgrim starts the state of Ihram).
However, the evidences which are related to performing Umrah prove that performing Umrah many times throughout one journey is allowed. This is the opinion of the majority of scholars. It is allowed especially for those who find it difficult to travel many times because of financial issues or any other issues.
Regarding ending the state of Ihram for the one who has already shaved his head, he can wait till the last days of his journey to be able to shave again; in case there is no hair, he can pass the razor over his head.
