Which is better: to recite the Qur’anic verses while praying the optional night prayer from the Holy Qur’an (the Mushaf/ scripture), or can I recite using the phone app?

If a Muslim memorizes some verses or chapters, it is much better then to recite what they memorize by heart. Otherwise, let them choose some verses which bring or call submissiveness; thus, there is no harm in reciting such verses using the phone app taking into account that this is permitted only during optional prayers, but not the obligatory ones. A Muslim can choose any way to recite as long as the chosen way can bring submissiveness.
