Peace Be Upon you. What is the ruling if the sheikh supplicates in a gentle trilling manner some religious supplications before al-Fajr prayer call in the last days of Ramadan as a farewell gesture? I read once that this is bid’a (an innovated practice), but I want to be sure.

Referring to your question, in fact, what is broadcasted via loudspeakers for example in Nablus/ Palestine/ as a farewell gesture was not done in the early stage of Islam. However, innovated practices are those actions which a Muslim believes they are practices of worship that a Muslim must do while originally, they are not. In other words, such invocations and supplications as long as they do not disturb Muslims who perform the prayers and remind them of the last days of Ramadan are not forbidden.
