I drank some water as al-Fajr prayer call started thinking what was broadcasted is the recital of the Holy Quran not the Adhan; is my fast valid?

Referring to your question, if anyone thinks that al-Fajr prayer call has not started yet, and hence eats or drinks, they must complete the day and make it up later whether such doubt occurs at the beginning of the day or at the end (dawn or sunset). However, a Muslim must be more cautious to observe rituals.
The Palestinian Legal Verdict Council decided that whoever eats or drinks thinking that it is still night or thinking that al-Maghrib prayer call started while they were mistaken should do the following: prevent themselves from eating or drinking till the end of the day; and then make it up. Nevertheless, they are not considered sinful.
