What is the ruling on touching or holding the Holy Qur'an with no ablution (without performing ablution)?

Referring to your question, Muslim scholars have not agreed upon this issue. The majority of scholars do not see it allowed to hold the Qur'an without a valid ablution. Some other scholars see that it is allowed to hold the Qur'an without ablution. The Higher Palestinian Verdict Council issued the following: "Decision No. 2/109, the majority of scholars think that holding the Holy Qur'an with no valid ablution is unlawful as Allah says: " Which (that Book with Allah) none can touch but the purified." Al-Waqi'ah: 79
However, the verse can be interpreted differently to give other meanings. Thus, some scholars allow holding the Qur'an without ablution. However, a woman who has newly delivered, or who is menstruating, or a Muslim who is impure after sexual intercourse are not allowed to hold the Holy Qur'an.
